Overview
Delanie is an experienced lawyer, helping clients navigate the complexities of government regulation. She specializes in energy and environmental permitting, regulation, transactions, and litigation. Her previous roles with the Wisconsin Public Service Commission and as Chief of Staff at the Wisconsin Department of Justice, combined with her technical experience as a mechanical engineer in the energy and manufacturing industries, uniquely equip her to be an effective legal partner.
Delanie has collaborated with various state and federal agencies and a thorough understanding of agency operation. She has particular expertise assisting large energy users, including datacenter and manufacturing facilities, with new and existing developments in Wisconsin and Iowa. She assists clients in coordinating with regulators, utilities, and other industry stakeholders, as well as obtaining necessary permits.
Delanie also has substantial experience permitting generation facilities including wind, solar, thermal, and battery systems, and can assist through all stages of the process—from preliminary due diligence and application preparation to post-permit litigation.
Delanie enjoys the challenge of representing clients in the ever-changing regulatory environment. She is often tapped to speak on new or emerging energy and environmental regulations, including impacts of AI on the electric grid, per-and polyfluoroalkyl substances (PFAS), and microplastics.

Experience
- Serves as lead regulatory counsel for clients seeking to develop new data centers in the Midwest, including negotiating agreements with public utilities; representing client’s interests at the Wisconsin Public Service Commission and coordination with other regulatory agencies; and assistance with obtaining land use, air emissions, water discharge, and other necessary permits.
- Represented independent power produce clients through successful permitting of multiple utility-scale renewable energy projects at the Wisconsin Public Service Commission and Wisconsin Department of Natural Resources.
- Represents a multinational manufacturer in two class-action cases related to alleged contamination from historic landfills stemming from EPA’s designation of certain PFAS compounds as hazardous substances.
- Lead attorney for small business client in a successful challenge to Wisconsin regulatory agency enforcement of unpromulgated and unlawful administrative rules related to emerging contaminants, culminating at the Wisconsin Supreme Court.
- Represented the State of Wisconsin at the D.C. Circuit Court in West Virginia v. EPA regarding the Clean Power Plan and generation-shifting requirements for emissions limits.
- Oversaw multiple significant state and federal litigation efforts as Chief of Staff at the Wisconsin Department of Justice.
