Ryan brings industry intelligence to clients pursuing cutting-edge energy development.
Ryan advises utilities, independent power producers and transmission companies and pipeline companies on siting, routing, permitting and other regulatory matters before the Minnesota Public Utilities Commission and other federal, state and local agencies.
Prior to joining Fredrikson, Ryan worked in the General Counsel’s office of a nationally recognized regional utility holding company where he gained unique insight into Minnesota Public Utilities Commission regulatory proceedings, municipal energy grids, critical infrastructure land and easement disputes and renewable energy initiatives.

- Part of a team representing an independent power producer seeking siting approval for a 200 MW solar energy facility in Minnesota.
- Part of team that represented an independent power producer in obtaining a site permit for a 150 MW solar energy facility and 95 MW battery energy storage facility in Minnesota.
- Obtained site permits for over 400 MWs of solar energy generation facilities located in Minnesota.
- Obtained certificates of need and site permits for over 300 MWs of wind energy generation facilities located in Minnesota.
Transmission
- Part of a team representing an independent power producer seeking certificate of need and routing approval for 175-mile 345 kV transmission line in Minnesota.
- Part of a team representing an independent power producer seeking routing approval for 69 kV transmission line in Minnesota.
Pipelines
- Part of a team representing a pipeline operator seeking routing approval for the relocation of an existing petroleum pipeline in Minnesota.
- Part of a team representing a carbon dioxide pipeline company seeking routing approval for a 28-mile carbon dioxide pipeline in Minnesota.
- Counseled pipeline company in connection with route permit compliance filings for a 340-mile oil pipeline in Minnesota.
Energy Transition and Decarbonization
- Advised clients on strategies to implement emerging energy and decarbonization initiatives in Minnesota.
